In front of a friendly crowd, he merely rambled from half-remembered talking point to half-remembered talking point, verbal tics and cliches mumbled along the way. No focus, no point, no idea what he's trying to say. Stoned on tranks of some kind, I'd wager; alcohol would have screwed up his balance.
